Principal Contracts Administrator
We are looking for an eminently qualified Principal Contracts Administrator to join our company. This person will establish and lead not only Bulls Run Group contracting actions, but also advise clients who are seeking government contracting opportunities. This position has flexible work hours and is fully remote.

Responsibilities:

  • Lead the development of proposals for government research and development (R&D), Information Technology (IT), and commercial services contracts
  • Responsible for pre-award and post-award functions for service contracts
  • Ensures that contracting documents and other actions necessary for successful negotiation and award are completed
  • Negotiates cost and fee/profit with Government in accordance with FAR and DFARS
  • Conducts Subcontract Management functions including sole source cost/price analysis, Price Negotiation Memorandum (PNM) development, and negotiation of cost-type proposals
  • Plans, negotiates, executes, and awards procurement contracts, grants, cooperative agreements, and other transactions for selected new-start technology projects, consortium projects, and other cooperative projects where innovative or special contractual arrangements are desired
  • Issues and administers Non-Disclosure, Teaming, License and other relevant agreements
  • Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all contractual actions
  • Reviews proposed solicitations and awards. Provides recommendations to resolve major problem transactions.
  • Directs, plans, organizes, and integrates the work of subordinates in the performance of acquisition functions, involving complex pre-award, post-award, and contract administration management processes
  • Advise and assist Bulls Run Group clients on defense contracting actions

Required Qualifications:

  • Bachelor's Degree from an accredited educational institution. Master's in Business Administration or Juris Doctor (JD) is highly desired 
  • 10+years of experience in the contract and subcontract field, conducting comprehensive acquisition/procurement/contract management support activities. 
  • Has in depth knowledge of the FAR/DFARS including expert knowledge in FAR/DFARS Data/Software Rights and Patent terms 
  • Has knowledge of Export Control and relevancy to defense systems 
  • Attention to detail, strong multitask and time management skills, ability to work in a fast-paced environment meeting tight deadlines. 
  • Exceptional written and verbal communication skills 
  • Must be able to work independently and as part of a team 
  • Comfortable working remotely; must have reliable home office internet connectivity 

Desired Skills and Experience

  • Preferred Certifications: Certified Professional Contracts Manager (CPCM); CertifiedFederal Contracts Manager (CFCM); or any other equivalent certificate(preferred, not mandatory)

Clearance

  • Ability to obtain and hold security clearance

Software Developer
We are hiring a talented Software Developer who will engage in all phases of the software development lifecycle, including but are not limited to: gathering and analyzing user/business system requirements, responding to outages and creating application system models. They will participate in design meetings and consult with clients to refine, test and debug programs to meet business needs and interact and sometimes direct third party partners in the achievement of business and technology initiatives.

Responsibilities

  • Develop and test software to meet consumers' and clients' needs. 
  • Develop upgrades for existing applications. 
  • Monitor quality and performance of applications through testing and maintenance. 
  • Document all work for future reference. 
  • Clearly and regularly communicate with management and technical support colleagues 
  • Test, maintain and recommend software improvements to ensure strong functionality and optimization 
  • Independently install, customize and integrate commercial software packages 
  • Facilitate root cause analysis of system issues 
  • Work with experienced team members to conduct root cause analysis of issues, review new and existing code and/or perform unit testing 
  • Identify ideas to improve system performance and impact availability 
  • Resolve complex technical design issues 
  • Development of technical specifications and plans 
  • Analyze user requirements and convert requirements to design documents 
  • Make good technical decisions that provide solutions to business challenges 
  • Provide comprehensive support to internal customers; achieve resolution to outstanding problems or issues 
  • Compile timely, comprehensive and accurate documentation and/or reports as requested

Required Qualifications

  • Bachelor’s Degree in Computer Science, Engineering or any related field 
  • 1-5years of experience developing and implementing software applications 
  • Experience working on large-scale software projects 
  • Professional experience using cybersecurity and open source technology 
  • Hands on experience and ability to work with the following scripting and programming languages:Java, Python, C#, Javascript, CSS, HTML, Shell Scripting, Groovy. 
  • Outstanding collaboration skills
  • Experience developing secure software systems based upon industry specifications 
  • Experience developing customized code for multiple projects simultaneously 
  • Knowledge of configuring and maintaining DevOps tools, including Jenkins, Gitlab, Nexus, and Redmine 
  • Up-to-date knowledge of technological developments in the industry  
  • Ability to communicate effectively and professionally in all forms of communication with internal and external customers 
  • Strong problem solving and decision making skills while using good judgment  
  • Ability to work inAgile teams and articulate progress clearly 
  • Security+Certification
